1. Acceptance of terms
These Terms of Service (hereinafter — "Terms") govern the relationship between you (hereinafter — "User", "you") and RuSolv (hereinafter — "Service", "we").
By creating an account, paying for services, or using the Service in any other way, you express full and unconditional consent to these Terms.
If you do not agree with any of the terms — please do not use the Service.
These Terms are supplemented by the Privacy Policy, which is an integral part of them.
2. Description of the Service
RuSolv provides VPN services based on modern traffic encryption protocols, allowing protection of network connections and bypass of internet censorship.
The Service does not:
- Guarantee anonymity from your internet provider regarding connection metadata
- Guarantee bypass of all types of blocks in all countries at any given moment
- Replace specialized tools for journalists or activists in conditions of direct threat to life — for critical situations use Tor or specialized solutions
- Is not "fully anonymous" — an account is required for use
3. Registration and account
3.1 User requirements
To use the Service, you must:
- Be at least 16 years old or the age of majority in your jurisdiction if higher
- Have a valid email address
- Agree to these Terms and the Privacy Policy
- Not be on international sanctions lists
3.2 Account responsibility
You bear full responsibility for the security of your account, including:
- Password security
- Subscription URL and access token security
- Activity performed under your account
Any activity under your account is considered performed by you or with your consent.
In case of account compromise — immediately notify support@rusolv.com and change the password through the personal account.
3.3 Use of one subscription
The account and subscriptions are intended for use by one natural person.
Allowed:
- Use one subscription simultaneously on several of your devices
- Use VPN for members of one household with a reasonable number of connections
Prohibited:
- Transfer of account to third parties
- Sale of account or subscriptions to third parties
- Lease or commercial provision of access to third parties
- Use of one subscription in large groups (offices, schools, chats)
In case of detected commercial redistribution of the Service, the account is blocked without warning.
4. Acceptable use
4.1 Permitted use
The Service may be used for any legal purposes, including:
- Bypassing internet censorship in your country
- Protecting privacy when using public Wi-Fi networks
- Secure access to resources via encrypted connection
- Access to content blocked by geographic restrictions
4.2 Prohibited use
It is strictly prohibited to use the Service for:
4.2.1 Network attacks and abuse
- DDoS attacks and other network attacks on third parties
- Port scanning of remote systems without explicit permission of their owners
- Brute-force attacks on passwords and authorization data
- Exploitation of third-party vulnerabilities without permission
- Distribution of malicious software
4.2.2 Spam and fraud
- Mass distribution of unwanted electronic messages
- Creation and operation of phishing sites
- Banking card fraud (carding)
- Impersonation of other persons or organizations for fraud
- Other types of financial fraud
4.2.3 Exploitation and violence
- Creation, storage, or distribution of materials containing child sexual exploitation (CSAM) — a categorical violation, resulting in immediate account blocking and mandatory notification of competent law enforcement authorities
- Harassment, threats, blackmail against third parties
- Activity related to human trafficking
- Calls to violence or terrorism
4.2.4 Intellectual property infringement
- Systematic copyright infringement on commercial scale
- Infringement of third-party trade secrets
4.2.5 Violation of legislation
- Activity violating the laws of the jurisdiction where you are located
- Activity violating the laws of the jurisdiction of the Service infrastructure servers
- Activity violating international sanctions regimes
4.3 Measures against violations
If a violation of these Terms is established, the Service has the right to:
- Immediately block the User's account without prior notice
- Notify competent authorities upon discovery of acts representing serious threat to third parties
- Temporarily restrict services for incident investigation
- Not refund paid funds in case of blocking for violation
5. Payments and tariffs
5.1 Tariffs
The cost of services is specified in the personal account and on the Service's main page.
The Service may change tariffs. Changes do not apply to already paid periods. Users are notified of tariff changes at least 14 days in advance via email or personal account.
5.2 Prepayment principle
The Service operates on a prepayment basis. The User tops up their internal balance through third-party payment providers and activates services using the internal balance.
5.3 Refund policy
Refunds are not provided in the following cases:
- Upon early subscription cancellation by the User (the subscription remains active until the end of the paid period, then is not renewed)
- Upon account blocking for violation of these Terms
- For technical failures lasting less than 24 hours
- Upon inability to use the Service due to reasons beyond the Service's control (VPN protocol blocking in your country, problems with your internet provider, problems with your device)
- Upon non-use of the Service after payment when the possibility of its use exists
Refund may be considered in exceptional cases:
- Prolonged (more than 72 hours continuously) Service unavailability due to our fault, provided the incident was reported promptly
- Technical error in the billing system resulting in double charge for one service
- Material changes in the Terms unacceptable to the User, provided the use of the Service is terminated within 7 days from the notification
The Service has the right in exceptional cases at its discretion to provide a refund in other situations, based on the circumstances of the request, without creating a precedent for other cases.
Direct refund requests to support@rusolv.com with a detailed description of the circumstances. The decision is made within 14 business days.
5.4 Cryptocurrency payments
Payments are accepted through third-party payment providers.
- The cryptocurrency conversion rate is determined by the payment provider at the time of payment
- The Service is not responsible for exchange rate fluctuations
- In case of significant delay in payment confirmation on the cryptocurrency network — the balance may be credited with a delay
6. Intellectual property
6.1 Service rights
All Service elements — program code, interface design, texts, logos, documentation — are the intellectual property of the Service or its licensors. Use without explicit permission is prohibited.
6.2 Open source software
The Service uses a number of open-source components under their own licenses. The use of these components as part of the Service does not provide the User with any additional rights to the Service itself.
7. Disclaimer of warranties
THE SERVICE IS PROVIDED "AS IS" AND "AS AVAILABLE" WITHOUT ANY EXPRESS OR IMPLIED WARRANTIES.
The Service does not guarantee:
- Operability in a specific country at a specific moment in time
- Bypass of specific blocking systems upon their updates
- A specific connection speed
- Continuous 24/7 operation without interruptions
- Compatibility with specific software or device
- Availability of specific websites or services via VPN
The Service makes reasonable efforts to maintain operability, but does not guarantee achievement of any specific result.
8. Limitation of liability
TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW:
8.1 Aggregate liability limit
The Service's aggregate liability to the User for any claims in connection with the use of the Service cannot exceed the amount actually paid by the User to the Service for the 12 months preceding the circumstances giving rise to the claim.
8.2 Exclusion of indirect damages
The Service is not responsible for:
- Indirect damages
- Incidental damages
- Special damages
- Punitive damages
- Loss of profit, data, reputation
- Any other damages not directly arising from defects of the Service itself
8.3 Liability for user actions
The Service is not responsible for User actions performed using the Service, including:
- Violations of legislation
- Violations of third-party rights
- Financial consequences of User actions
8.4 Liability for third-party actions
The Service is not responsible for actions of third parties, including:
- Attacks on Service infrastructure
- Data leaks at payment providers
- Actions of User's internet providers
- Actions of government bodies regarding the Service or User
9. Indemnification
The User undertakes to compensate the Service and related persons for any damage, losses, or expenses (including reasonable legal defense costs) arising in connection with:
- User's violation of these Terms
- User's violation of applicable legislation when using the Service
- User's violation of third-party rights
- Third-party claims related to User's actions via the Service
10. Termination
10.1 Termination by User
You may stop using the Service at any time:
- By independently deleting the account through the personal account
- By sending a request to support@rusolv.com
Stopping use of the Service does not release you from obligations arising before termination.
10.2 Termination by Service
The Service has the right to stop providing services and block the account:
Immediately, without prior notice:
- For violation of these Terms
- In case of reasonable suspicion of violation of applicable legislation
- Upon detection of CSAM or other particularly dangerous violations
With prior notice (at least 30 days):
- Upon termination of Service activity
- Upon material changes in business model making further service to a particular user impossible
10.3 Consequences of termination
Upon termination of these Terms:
- Access to the Service is terminated
- Active subscriptions cease to operate
- Paid funds are not refunded (with exceptions in section 5.3)
- Data is deleted in accordance with the Privacy Policy
11. Response to complaints and claims
11.1 DMCA notices
Notices of copyright infringement should be directed to dmca@rusolv.com with the following information:
- Description of the protected work
- Description of the alleged infringement
- URL or other content address
- Contact information of the copyright owner or their authorized representative
- Statement of good faith and accuracy of provided data
- Signature (electronic or physical)
The Service reviews notices within 7 business days.
11.2 Abuse complaints
Abuse complaints should be directed to abuse@rusolv.com with the following information:
- Description of the incident
- Exact time of the incident with time zone indication
- IP address from which the malicious activity originated
- Technical evidence (logs, screenshots, headers)
- Sender contact information
The Service reviews complaints within 72 hours. Upon confirmation of violation, appropriate measures are taken against the violating account.
11.3 Legal requests
Legal requests from authorized bodies should be directed to legal@rusolv.com.
The Service responds only to requests formatted:
- In writing
- On official letterhead of the authorized body
- With indication of legal grounds
- Having legal force in the applicable jurisdiction
12. Applicable law and dispute resolution
12.1 Applicable law
These Terms are governed and interpreted in accordance with the legislation of the jurisdiction in which the Service operator conducts its activities at the time of the dispute.
12.2 Dispute resolution
The Parties undertake to make reasonable efforts to pre-settle disputes through negotiations before resorting to other methods of resolution.
The pre-settlement period is 30 calendar days from sending a claim in writing to legal@rusolv.com.
If pre-settlement is impossible, disputes are subject to consideration in the manner established by applicable legislation.
13. Other provisions
13.1 Integrity of agreement
These Terms together with the Privacy Policy constitute the complete agreement between the Service and the User regarding the subject matter and replace all previous arrangements.
13.2 Severability
If any provision of these Terms is found invalid or unenforceable — the remaining provisions retain full force.
13.3 No waiver of rights
Failure of the Service to exercise any specific right in a specific situation does not mean waiver of such right in the future.
13.4 Assignment of rights
The User does not have the right to transfer their rights and obligations under these Terms to third parties without written consent of the Service.
The Service has the right to transfer its rights and obligations to a successor in case of reorganization or transfer of assets, with notification to Users at least 30 days in advance.
13.5 Force majeure
The Service is not responsible for failure to perform obligations in case of force majeure circumstances, including:
- Military actions and terrorist acts
- Natural disasters
- Actions of government bodies making it impossible to provide the Service
- Global Internet network failures
- Epidemics, pandemics
13.6 Changes to Terms
The Service has the right to make changes to these Terms.
For material changes, Users are notified via email to the account or via notification in the personal account at least 30 calendar days before the changes take effect.
Continued use of the Service after the changes take effect means unconditional consent of the User to the updated Terms.
In case of disagreement with the updated Terms, the User has the right to stop using the Service before the date the changes take effect.

The Service strives to respond to inquiries within 3 business days. Complex inquiries may require more time.
These Terms of Service are drafted in Russian and English.
In case of discrepancies between language versions — the Russian version takes precedence.
